Kentucky Post Critical Incident Seminar
Kirkpatrick Model (Levels 1–4)
This evaluation was designed to understand how well the program supports both immediate learning and long-term behavior change. Using the Kirkpatrick Model, I examined anonymous participant experience, knowledge gained, application on the job, and overall impact to determine how effectively the program translates into real-world performance.
The Challenge
Law enforcement officers and dispatchers experience repeated exposure to critical incidents that can lead to long-term psychological stress, trauma, and decreased job performance. Despite this, structured post-incident support has historically been limited, creating a need to evaluate the effectiveness of existing wellness interventions.
My Role
Led the evaluation design and analysis of the Kentucky Post-Critical Incident Seminar (KYPCIS), including development of assessment tools, data collection strategies, and interpretation of findings to support program improvement.
The Approach
Used Kirkpatrick’s Four-Level Model to evaluate program effectiveness across reaction, learning, behavior, and results. Data was collected through participant surveys, pre- and post-assessments, facilitator observation rubrics, and longitudinal follow-up measures to assess behavioral and organizational impact.
Key Findings
High participant satisfaction and strong perceptions of psychological safety
Measurable gains in knowledge of trauma responses and coping strategies
Increased confidence in peer-support communication
Evidence of continued use of coping strategies and peer engagement over time
Operational challenges related to facility limitations and delivery logistics
Outcome
Provided leadership with clear, actionable insights to strengthen program delivery, improve alignment between training and real-world application, and support long-term wellness outcomes.
Findings also informed recommendations for improved infrastructure, including the need for a dedicated facility to support confidentiality and program sustainability.
